Kepler - Merging Documents plugin does not have an administration part. Its simple use allows you to use this plugin directly from the Jira Isseu panelhas a fairly easy and intuitive administration part to manage permissions for visibility og panel and merging action.
This part is directly related to the existing role in Atlassian Jira Cloud.
To do this, in order to give permissions on the main panel of the plugin, you have the following choices:
As User Admin,
Using Global Permission,
Using Project Permission.
Its simple usage allows you to use it from Jira's Issue panel.
As User Admin
The admin has the default rights on the panel.
You must give the user platform administrator rights.

Using Global Permission
Assigning global permission to a user will ensure that they have access to the plugin panel for all projects they have access to.
In the navbar of Jira Cloud, choose Settings > System.
Inthe sidbar, under Security section, Click Global Permissions.
In the end of the page, we have 2 selects.

The first is for select global permission. Select Kepler Merging Documents as Global Permission for this.
The second selection, choose the user group that will have permission on the plugin panel.
Click “Add”.
The new permission is added successfully.
You can remove a group from the permission. You can also view the list of users in this group.

Using Project Permission
As with global permissions, this time we can assign permissions at the project level.
In the sidebar, open the project and click Project Settings (We choose a company-managed project for this example).
Go to Permissions.
In the end, we have Kepler Merging Documents as Project Permission section.
